Open source release model vs development model

I just found a distinction of open source release model and open source development model in this video.

Is the goal of Tidelift to support both?

Restating what I think the video is getting at, in case I misunderstood, it’s that releasing under an open source license (release model) doesn’t imply there’s an actual community anyone can participate in (development model).

One principle we try to have is that we aren’t trying to tell maintainers how to run their projects, instead we’re trying to define the outcomes subscribers care about. We then help subscribers pay maintainers for those outcomes.

Right now we have a subscriber-desired outcome that packages are in fact open source, with accurate license information.

So what we do now is that OSS licensing is required, and whether to also use an open source development model is up to each project.
